Committee against Torture

The UN Committee Against Torture (CAT) is a body of ten independent human rights experts that monitors implementation of the United Nations Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment by its State parties. The Committee is one of eight UN-linked human rights treaty bodies. All state parties are obliged under the Convention to submit regular reports to the CAT on how rights are being implemented. Upon ratifying States parties are obliged to submit reports to the Committee on how the rights are being implemented every four years.  The Committee examines each report and addresses its concerns and recommendations to the State party in the form of “concluding observations”.

Under certain circumstances, the Committee may also, under certain circumstances, consider individual complaints or communications from individuals claiming that their rights under the Convention have been violated, undertake inquiries, and consider inter-state complaints.

The Committee also publishes its interpretation of the content of the provisions of the Convention, known as general comments on thematic issues.

The CAT usually meets in April/May and November each year in Geneva. Members are elected to four-year terms by state parties and can be re-elected if nominated.

United Kingdom (CAT 07-06-2019) - The Committee against Torture considered the sixth periodic report of the United Kingdom of Great Britain and Northern Ireland (CAT/C/GBR/6 and Corr.1) at its 1740th and 1743rd meetings (see CAT/C/SR.1740 and 1743), held on 7 and 8 May 2019, and adopted the present concluding observations at its 1754th meeting, held on 16 May 2019.

CAT/C/GTM/CO/7

Guatemala (CAT 26-12-2018) - The Committee against Torture considered the seventh periodic report of Guatemala (CAT/C/GTM/7) at its 1689th and 1692nd meetings (see CAT/C/SR.1689 and CAT/C/SR.1692), held on 16 and 19 November 2018, and adopted the present concluding observations at its 1711th meeting, held on 3 December 2018.

CAT/C/NLD/CO/7

The Netherlands (CAT 18-12-2018) - The Committee against Torture considered the seventh periodic report of the Netherlands (CAT/C/NLD/7) at its 1693rd and 1696th meetings (see CAT/C/SR.1693 and 1696), held on 20 and 21 November 2018, and adopted the present concluding observations at its 1712th and 1715th meetings, held on 3 and 5 December 2018.

CAT/C/RUS/CO/6

Russian Federation (CAT 28-08-2018) - The Committee against Torture considered the sixth periodic report of the Russian Federation (CAT/C/RUS/6) at its 1658th and 1661st meetings, held on 25 and 26 July 2018 (see CAT/C/SR.1658 and 1661), and adopted the present concluding observations at its 1676th and 1677th meetings, held on 8 August 2018.

CAT/C/TJK/CO/3

Tajikistan (CAT 18-06-2018) - The Committee against Torture considered the third periodic report of Tajikistan (CAT/C/TJK/3) at its 1633rd and 1636th meetings, held on 4 and 7 May 2018 (see CAT/C/SR.1633 and CAT/C/SR.1636), and adopted the present concluding observations at its 1645th and 1646th meetings, held on 14 May 2018

CAT/C/BIH/CP/6

Bosnia and Herzegovina (CAT 22-12-2017) - The Committee against Torture considered the sixth periodic report of Bosnia and Herzegovina (CAT/C/BIH/6) at its 1578th and 1581st meetings (see CAT/C/SR.1578 and 1581), held on 10 and 13 November 2017, and adopted the present concluding observations at its 1602nd meeting, held on 28 November 2017.

CAT/C/KOR/CO/3-5

Republic of Korea (CAT 30-05-2017) -The Committee against Torture considered the combined third to fifth periodic reports of the Republic of Korea (CAT/C/KOR/3-5) at its 1524th and 1527th meetings (see CAT/C/SR.1524 and 1527), held on 2 and 3 May 2017, and adopted the present concluding observations at its 1538th and 1539th meetings, held on 11 May 2017.

Intersex Awareness Day 2016

Speaking ahead of Intersex Awareness Day on 26 October, a group of United Nations and international human rights experts is calling for an urgent end to human rights violations against intersex children and adults. They urge Governments to prohibit harmful medical practices on intersex children, including unnecessary surgery and treatment without their informed consent, and sterilization.
